NCAA Division II’s 2026-1 legislation is marked Adopted with immediate effect and adds women’s flag football to the Emerging Sports for Women list. The proposal lets a Division II program count up to three collegiate club contests toward its minimum-contest requirement and sets a 10.0-equivalency team limit for athletics aid. That is a team ceiling, not ten guaranteed full scholarships; individual awards remain a school decision.
